An enigma. Ron Butler recorded an example with similarly misplaced perfs but also clearly rouletted at left: see his Plate III. That stamp was Ex Colonel Napier (III) and Don Pearce: sold for $895 (Sale 247 Lot 305). We expect both stamps are from the same sheet.
