The cover is worn but addressed to A. McNabb, attorney & solicitor, King Street, Toronto. McNabb fought in the War of 1812 as a teenager, opposed Mackenzie and the Upper Canada rebellion, attacked his supply ship the SS Caroline at Navy Island, NY. He served as joint premier of Canada from 1854 to 1856. He built Dundurn Castle in Hamilton, one of the tour stops of the PHSC Symposium. (Image)

The business letter from Arthur Robertson to Alexander Davidson reads in part “and that not having been acknowledge, some foul play in the shape of robbing the mail may have been practised”. While the Postmaster General’s letter book for the time does mention the occasional extraction of money from envelopes and lost letters, most situations are resolved. There is no letter from Robertson to the PMG recorded in his letter book reporting any loss (LAC RG 3 B.2.I, Vol. 366. T-3850). Perhaps he did eventually write? (Image)

1899-1900 Newspaper receipt book for the Montreal Herald, 42 pages with various stamps including a 15¢ Large Queen, $3 Jubilee pair, Small Queens, Widow Weeds, Leaf and Numeral issues. The booklet front is titled “Postage for Newspapers” and is form “rev, 29 P.M. - 200-29-7-97.” indicating only 200 were printed in 1897. The name of publication is filled in as “Herald 2/9/99”. The first example is dated Feb 2, 1899 and the last is April 18, 1900. The 100 page book has 42 pages used with stamps. The breakdown of stamps is 15¢ Large Queen (9), 20¢ Widow Weed (61), 50¢ Widow Weed (56), 3¢ Jubilee (1), $2 Jubilee (8), $3 Jubilee (5), 1/2¢ Numeral (1), 2¢ (25), 5¢(1), 6¢(3), 8¢(3), 10¢(4), 2¢ on 3¢ Leaf (1), and 2¢ Map (1). One page is for 142.5 lbs and the half pound is paid with a 1/2¢ Numeral. This is incorrect as the rate was 1¢ per pound or fraction thereof.The reverse printed notice by R.M. Coulter, DPMG explains the one cent per pound rate. The rate of 1¢ per pound was charged to publishers of newspapers sending sample copies.This booklet demonstrates the main use of the Widow Weeds and high value Jubilees. Legitimate, commercial uses of such are rare. This process of payment stopped in July 1, 1902.The other booklet, from the Toronto Globe booklet is different with the name of “William White DPMG”.Collectors may recall the Toronto Globe newspaper receipt book which is described in detail on the PHSC website at https://www.postalhistorycanada.net/php/Library/Research/Globe/int_npb.phpThis is a second chance of a lifetime to acquire a true Canadian rarity.
