AN EXTREMELY RARE PROVISIONAL USAGE OF THE 1861 4R BLACK ON YELLOW HIDALGO ISSUE USED DURING THE EAGLE ISSUE PERIOD.
The 1861 stamps were demonetized in 1864 with the Eagle issue. However a few districts used left overs in 1867 and 1868. These are very rare. Moreover, certified mail only exists in fronts because the front of the cover was cut in its destination and the addressee signed the back as proof of delivery. The front was then sent back to the office of origin and kept for 2 years and then destroyed. Only 15-25 have survived from this issue but probably 2-3 only from the provisional period. The rate should have been at least 8r but it only paid 4r. Most likely because it was a judiciary wrapper and the Comitan postmaster miscalculated the rate.

Mexico, 1899-1903 Aguilitas Superb Postal History Gold Medal Exhibit. Offered intact (except for proofs offered separately); nine frames neatly mounted in 72 double pages with 200+ high quality postal history items (147 covers, 29 exceptional postal cards and 27 fronts with unique frankings (like the largest multiple of the 10c), considered tot be the best collection of this issue ever exhibited, contains 35 items with mixed frankings and postage dues (often with stamps from other countries, or Mulitas, Revenue stamps or postage-due markings), among the Mulitas mixed frankings (less than 50 known) is an extraordinary registered 70c cover with 5 Mulitas and two Aguilitas, this issue was the first Mexican issue with bicolor stamps and the collector assembled many very uncommon rates like Muestras sin Valor Commercial (Samples), parcel rates (3 receipts with attached stamps (maybe a handful of others are known) and printed matter (even one registered to Australia), most items are going abroad including rare destinations (Sweden, Norway, Hawaii, Canal Zone, Haiti, Denmark, Buenos Aires, Egypt,Turkey, Australia, Manila, Java, Honduras, Hong Kong, etc), there are 2 bisects (unlisted by Scott, but with a MEPSI opinion), other items include a 1c pasted on Zacatecas newspaper, an IOU with revenue stamps + Aguilitas and uncommon local city frankings, the high values chapter (50c-5p) contains 23 scarce items mostly non-philatelic including a tag originally attached to a bag, the highest franking cover (12 pesos: pair of 5p + 1p) is philatelic yet unique, not many off-cover stamps are included, yet there is a unique block with a very early "Payo Obispo" cancel (now Chetumal).
