Per www.hawaiianstamps.com, "In January, 1857, Honolulu Postmaster Joseph Jackson decided to have a manuscript "5" written on the face of some 13¢ stamps and sold them for five cents. Jackson made a few surcharges but left most of the work to his clerk, future Postmaster General Alvah Clark… Clark's neater, tighter "5" is easily distinguishable from Jackson's scrawled, open "5"… In the literature, the Jackson scrawl is what has been called the Type II surcharge, with varying attempts to describe a surcharge most writers never saw."
