THE FINEST RECORDED EXAMPLE OF THIS, PERHAPS THE RAREST OF THE "VICTORY" HANDSTAMPS.

It is generally accepted that 41 examples of the 2c rose Rizal received the "VICTORY" handstamp. However, Geoffrey Brewster believes, based upon his census, that the quantity is more like 10-15. The census records about 70% of each of the two stamps considered more rare, the 12c Triumphal Arch (Scott 476, 36 issued), and the l p Barasoain Church (Scott 484, 21 issued). The five genuine unused examples of the 2c rose recorded by Brewster represents just 12% of the "issued quantity". Furthermore, the issued quantities of #476 & 484 were published by the Bureau of Posts. That Bureau only published a total of 24,441 issued of the two 2c values combined. According to Brewster, the quantity of 41 for the 2c rose is believed to be an estimate by Philippines philatelic "insider", William S. Meyerson, who was stationed in Tacloban at the time the stamps were issued.
