image 1913, 1c green & black, type I & II overprints used to pay Postage Due (Scott 31, 38), the two tied by quartered cork cancels on a cover from Gatun to Cristobal, franked with a 1c type (38) tied by a Gatun duplex handstamp, Dec 13, 1913 and backstamped Cristobal the same day; handstamped "T" at Gatun, then, at cb, the 1c short payment was charged double and paid by the two 1c Balboas; the cover is a pre-printed return envelope to William F. Shipley, secretary-treasurer of the Society of the Charges, and has been rather crudely repaired at the lower right; nonetheless, an interesting use of regular issues to pay postage due prior to the issuance of the Canal Zone's first dues in March of 1914.


The Society of the Chagres was organized in the fall of 1911 and was made up of American employees of the Canal Company who had worked six years continuously on the canal.
