AN EXTREMELY RARE COMBINATION OF THE CALIFORNIA PENNY POST 2¢ FRANK AND 3¢ 1851 ISSUE, THIS BEING THE ONLY RECORDED 2¢ FRANK WITH THE "CIRCULAR" IMPRINT.
This inter-city express and local post operated for about one year in 1855 and 1856. Examples of its 2¢ printed envelopes that paid the rate for delivery to the post office are extremely rare (six reported in Lyons census in July 2005 Penny Post). In this instance, it appears that the letter was placed in the San Francisco post office without a 3¢ stamp as required on inter-city Penny Post mail. The post office marked the letter "Held for Postage".
