The addressee, Robert Toland, lived in Philadelphia and purchased many military bounty land patents for Arkansas Territory between 1820 and 1822. William E. In 1827, the post office department put the area now in Eastern Oklahoma under the supervision of the Arkansas Postal Authorities. Fort Gibson was one of the first locations to receive a post office. AN OUTSTANDING AND RARE UNION MILITARY OCCUPATION STRAIGHT LINE TOWN MARKING.
Fort Smith Arkansas was occupied by Union forces On September 1, 1863 and was in the Union postal system from that point to the end of the war.
Union forces first occupied a portion of Arkansas in July 1862, when they took Helena Arkansas on the Mississippi River. From that date, they steadily succeeded in occupying most of Arkansas north of the Arkansas river. Much of the state south of the river remained in Confederate hands to the end of the war.

Little Rock, Ark. Address on cover endorsed "From Capt. M.G. Galloway, Prisoner of War, Camp Chase, Ohio", franked with uncancelled U.S. 1861, 3¢ rose with manuscript "Ex. & App'd Kibbie" examiner endorsement, letter was intended to be hand carried by Mrs. Charlotte Moon Clark prior to the ensuing confiscation of 170 letters and order for her arrest, Very Fine, a very rare Arkansas prisoner of war cover. Estimate; $300 - 400.
This is one of 170 covers that were written and intended to be delivered by Mrs. Clark. They were confiscated and never mailed. Many have the notation such as "Politeness of Mrs. Clark" or something similar on them. She had visited her brother at Camp Chase and carried back letters to one of General Morgan's brothers. When Union officials learned this, they ordered her arrest. She was fortunate to make it to Canada just ahead of the arrest order. In the meantime, prisoners wrote a large quantity of letters thinking she was coming back to Camp Chase. After a time she returned from Canada, was arrested and sent South.
The sender, Captain Morton Galloway, was captured at Pea Ridge in March of 1862. He was held at Camp Chase until August 1862 and then exchanged. US$300-400 (Image)
