image 1908 ½c black brown, unique proper transient newspaper rate single use during the period of issue, tied by manuscript cancellation on a hand-made newspaper wrapper fashioned from a folded Hotel Victoria, Carman, Manitoba advertising envelope, addressed to Winnipeg, paying the ½¢ per ounce transient newspaper rate, no c.d.s., as expected for third-class mail, believed to be the only recorded of this stamp paying this rate in period, an important exhibition piece, ex McNaught.

The ½¢ denomination fulfilled only one postal rate during the life of the Quebec Tercentenary issue: the ½¢ per ounce rate for individually mailed transient newspapers. The former "To Every Householder" rate had increased to 1c in 1901, while the transient newspaper rate itself was abolished on 19 May 1909, leaving the ½¢ Quebec stamp with a postal life of barely ten months. By 1908, almost all newspapers travelled under the cheaper bulk mailing rates at 1c per pound. (Image1)

Under an agreement between the Canadian and Bahamas postal administrations, effective May 1, 1916, Bahamas Special Delivery stamps were supplied to only four Canadian post offices, Ottawa, Montreal, Toronto and Winnipeg, for use on mail requiring special delivery upon arrival in the Bahamas. Effective July 27, 1908, the U.P.U. rate for each additional ounce beyond the first was reduced from 5c to 3c, while the first ounce remained 5c. This four-ounce registered letter therefore required 14c postage plus the 5c registration fee, correctly paid by the 19c Tercentenary franking. (Image1)

The S.S. Borgestad was a 3,944-ton Norwegian cargo steamer built at Middlesbrough in 1906 for A/S Borgestad of Porsgrunn, the shipping company founded and managed by Gunnar Knudsen, then Prime Minister of Norway. The ship was chartered for service with the Dominion Coal Company of Glace Bay. (Image1)

Schmalz, 29th Regimental Band, 1st Composite Regiment, Third Brigade of Infantry, Quebec City, the adhesive tied by Berlin c.d.s. and bold blue circular "R" registration handstamp, the reverse with Toronto & Sarnia M.C. railway transit (18 Jul), Montreal split-ring (19 Jul) and Quebec receiver (20 Jul); some light overall wear, nevertheless a desirable single-franking from the third say of use, with an exceptional contemporary connection to the celebrations.

William Henry Schmalz (1862-1933), then manager of the Economical Fire Insurance Company, was a prominent Berlin citizen and musician who served as president of the 29th Regiment Band from 1900, and with whom had himself played cornet and French horn. The 29th Waterloo Regiment, a militia unit with companies throughout Waterloo County, sent its band to Quebec for the 1908 Tercentenary celebrations. (Image1)

image 1908 (November 25), 15c orange paying the registered preferential rate to the United States, on an International Correspondence Schools cover, large commercial envelope from Montreal to Sherman, Texas, franked with a single 15c Tercentenary tied by Montreal c.d.s., paying the 10c double-weight preferential letter rate plus 5c registration fee, with International Correspondence Schools address label on front and further Montreal registration markings, stamp faulty, and some handling wear typical for these oversized covers, nevertheless a rare and highly desirable commercial single-franking, one of only a handful of examples recorded.

The 15c was the smallest printing of the Quebec Tercentenary set and saw comparatively little genuine postal use. It did not correspond neatly to a common single rate, except as illustrated with this cover, or the triple 5c U.P.U. rate. Surviving non-philatelic usages are consequently scarce, particularly as single frankings. When genuinely used, the denomination was most often found in combination with other values to make up higher rates, making commercial solo uses such as this especially desirable. (Image1)

Robert Savage (1868-1943), born in Ireland, was one of the foremost portrait engravers of the twentieth century. Joining the American Bank Note Company in 1891, he later became Superintendent of its Picture Department, producing engraved portraits for postage stamps, banknotes and securities throughout the world. image 1908 (September 8), Nova Scotia Provincial Exhibition, "California Arrow" dirigible, illustrated cover franked with 1c green, sent locally within Wolfville (8 Sep), without backstamps, roughly opened at top, subsequently repaired, some small toning spots, but a scarce airship-related exhibition cover, likely unique with this franking.

The California Arrow was a dirigible and the first practical powered airship to fly long distances. Between 1905 and 1908 it appeared throughout North America; its planned flight at the Nova Scotia Provincial Exhibition was aborted by high winds. It was later acquired by the U.S. Army Air Corps as one of its first aircraft. According to Richardson & Harrison in Collect Canada Covers (American Philatelic Society, 1978, p. 11), only three or four covers are known to exist, though other examples have been discovered since that time. It is, regardless, one of Canada's scarcest exhibition covers, and noted as the earliest airship-related design on a Canadian envelope. (Image1)

image 1909 (September 8), Quebec Tercentenary combination franking with Upper Columbia Tramway & Navigation Co. local stamp, envelope from Calgary to R.R. Bruce at Wilmer, British Columbia, bearing 1c green and ½c black brown pair paying the 2c domestic letter rate, tied by Calgary c.d.s., with 5c U.C. Co. local stamp affixed below for private conveyance from Golden to Wilmer, the reverse with Golden (19 Sept) and Wilmer (25 Sept) c.d.s., an exceptionally scarce and attractive mixed postal and local-service franking, with very few such covers recorded.

Mail service along the upper Columbia River remained difficult into the early twentieth century. The Upper Columbia Tramway & Navigation Co. had formerly carried contracted mail between Golden and Fort Steele by steamer; after the postal contract ended in 1897, the company continued a private service for local residents, charging 5c in addition to Canadian postage. The local stamps were printed by the Richardson Stationery Co. and are rarely found genuinely used on cover; this is the only such example our research has uncovered used in combination with a Tercentenary issue, and possesses exceptionally more visual appeal than the other on-cover usages recorded.
