1924, 2c-1b Unissued Set, Specimens (Scott 69S footnote), each with security punch hole at bottom center and red "Specimen" overprint at center, 10c with wide top selvage and 12c with wide bottom selvage¢, 5c, 12c & 15c with dropped "E" in "ZONE", o.g., never hinged; 24c with faint vertical crease, still a very fresh and Very Fine set with each specimen signed "AFC" (Albert F. Chang) in pencil at bottom left and with plate A or B and position noted in pencil at bottom right by Chang, see the others online, 300 each, with the dropped "E" coming from position 18. Scott $315 as normals.
According to the footnote in the Scott Specialized catalog, "The 5c-1b values were prepared for use but never issued due to abrogation of the Taft Agreement which required the Canal Zone to use overprinted Panama stamps".(Image)

According to the footnote in the Scott Specialized catalog, "The 5¢-1b values were prepared for use but never issued due to abrogation of the Taft Agreement which required the Canal Zone to use overprinted Panama stamps. Six hundred of each denomination were not destroyed, as they were forwarded to the Director General of Posts of Panama, for transmission to the UPU, which then required about 400 sets. Only a small number of sets appear to have reached the philatelic market." The balance of the supply was destroyed in 1937.(Image)
