According to the footnote in the Scott Specialized catalog, "The 5¢-1b values were prepared for use but never issued due to abrogation of the Taft Agreement which required the Canal Zone to use overprinted Panama stamps. Six hundred of each denomination were not destroyed, as they were forwarded to the Director General of Posts of Panama, for transmission to the UPU, which then required about 400 sets. Only a small number of sets appear to have reached the philatelic market." The balance of the supply was destroyed in 1937.
