ONLY THREE OR FOUR COVERS TO BRITISH NORTH AMERICA ARE THOUGHT TO EXIST, WITH THIS AS THE ONLY DOUBLE RATE COVER KNOWN. The Penny Black singles paid the double rate domestic charge.
