This surcharge was prepared by De La Rue, but was never issued. The vast majority of those produced were overprinted "Specimen". It is believed only four examples exist today without the "Specimen" overprint.

FINE. AN EXCEPTIONALLY FRESH ORIGINAL-GUM EXAMPLE OF THE RARE STANLEY GIBBONS NO. 39.
Only about 40 were printed. This stamp is notably absent from many of the most important British Commonwealth collections to come to auction - even when they contain many of the other Turks Islands rarities that catalogue considerably more.

FINE. AN EXCEEDINGLY RARE EXAMPLE OF THE MARCH 1895 40-CENTS ISSUE.
This was the first series of stamps that Rev. Ernest Millar printed at Mengo on March 20, 1895 for the Uganda administration. Each sheet was individually created with whatever values were needed at the time. By April 1895, Millar obtained a new machine which has distinctly different font sizes.
