VERY FINE. A RARE USE OF THE PORT HOOD PROVISIONAL, USING TWO ONE-CENT PORTIONS TO MAKE UP THE TWO-CENT RATE.

The usual method of using Port Hood Provisionals was to surcharge "1" on -1/3 of the 3c stamp for the One Cent rate and surcharge "2" on -2/3 of the 3c stamp for the Two Cent rate. The use of two 1c surcharges to make up the Two Cent rate is most unusual.
