HARTFORD POST OFFICES. A PRINTED CIRCULAR--AS DEFINED BY LAW--WAS NOT ENTITLED TO THE DISCOUNT FOR IN-STATE NEWSPAPERS AND PERIODICALS, BUT THE SENDER--A LAWYER WHO WOULD BE CONVICTED OF GOVERNMENT FRAUD JUST TWO MONTHS LATER--SUCCEEDED IN WORKING
