897 c   imageRUSSIA 1880 (14 Feb) letter sent by the chief of the Omsk Telegraph District to the manager of the Barnaul telegraph station, with Omsk departure cds, paper label reading "Telegraph" on stationery "Ministry of Internal Affairs, Administration of the Omsk Telegraph District, Omsk" stationery, addressed "to the station managers of the Omsk Telegraph District: The Telegraph Department in its Order No. 800 of 21 January informed me that the Danish telegraph engineer and naturalist Mr. V. O. Muller, who is traveling from Japan along the Amur River through Siberia to Europe, proposes to study nature and conduct geographic research along his way, and therefore the Department has instructed me to issue orders that if he should appear in the District entrusted to me, he is to be given full cooperation to facilitate his scientific travels." Vilhelm Muller was a Danish telegraph engineer with the Great Northern Telegraph Company in the Far East from the 1870s. Kennan was an investigative journalist and the leading American expert on Russia. He traveled through Siberia in 1885-1886 to study the exile system and published his very critical findings in Siberia and the Exile System (1891), which caused the Russian government to ban him from the country. In 1887 only 39 pieces of mail were sent abroad from this post office, accounting for 0.1% of its total mail volume (Illustrated in Rossica No.167) (Image)
