letter rate to France - unreported in both Pratt & Whaley Newf'd Cents cover censuses. In the 1874 Almanac of Newf'd the rate to France was still listed as 16¢ per quarter ounce (changed to 10¢ circa 1877). This cover is amongst the earliest dated
