The Imperial Japanese Post Office did not accept foreign postal stationery cards for postage, so this card was treated as a letter; however, the card was unusually franked by the sender as a registered letter (10c. registration + 10c. postage), rather than as a registered card at 14 cents, which would have been taxed.
