After completing the production job for the 1873 issue (Scott UX1 & UX3), the Morgan Envelope Company still possessed 36 cases of dark buff card stock with the small watermark. Per a September 4, 1875 telegram found in the official files, the company applied for permission to use up this stock on the 1875 issue (Scott UX4). Permission was granted, and used examples of UX4 made from this stock began appearing in late 1876.

The entire stock of 500 cards was accidently sent from Washington to Booth, Dailey & Ivins in New York City. Upon receipt, the cards were printed with the company address on the address side and garbage dumping information on the message side to be completed by the tug captain; the printer of the Full Face card, Albert Daggett, failed to meet the quality standards of the Post Office, and, sadly, all submitted samples were rejected; on April 29, 1902, the Postmaster General ordered the entire stock of 1,625,000 cards to be destroyed.

Due to a paper shortage in 1916 caused by WWI, this substandard grade of card stock was used for about two months. They were supplied to printers in sheets and not sent to post offices for general public use, which accounts for their rarity without printed addresses.
