1909 Washington-Franklin Issue, Bluish Paper continued...

Our review of stamp auction network sales records shows these appear 1 to 4 times per year, with 1993 P.F. certificate.

Two men are solely responsible for the stamp being available to collectors. One meant well and the other didn't. The first was Arthur Travers, who worked in the Third Assistant Postmaster General's office. At his request, Travis received four complete sets of blue paper panes in 1909, sending one set each to the National Archives (Sloane noted in a Jun 5 1937 column that the Post Office Department "only recently discovered" it possessed a set of sheets), and to the National Museum. The generally accepted version of the story is that Steinmetz used his friendship with Travers to persuade Travers to steal part or all of the 200 blue paper examples of each denomination that were scheduled for destruction and give them to Steinmetz in exchange for a "commission" of $1,500. Upon discovery, Travers was fired, indicted, then made a plea agreement to give the government the $1,500 and the case was dropped. Then, in 1914, a philatelist named Joseph B. Leavy was officially appointed to organize the museum's collection. He broke the set of sheets given by Travers to the museum, retaining a block of each for the museum and trading most of the remaining stamps to dealers, with a large majority to the Nassau Stamp Company of NYC and a small group to famed Washington D.C. dealer H. F. Colman, in exchange for other materials the museum needed for its collection.

Sloane wrote in his July 10, 1937 column (p. 292) "In fact, the number (of 4¢ & 8¢) in philatelic is about 150 each, according to a writer (Mekeel's Weekly, June 14th), who mentions a transaction in Philadelphia involving about 200 each of the 4¢ and 8¢, and which…a postal official was indicted and dismissed. This writer adds, "A fair number of stamps had ben sold but it is said the balance were returned and destroyed." He believes that 50 each remained in philatelic hands, all these additional to those swapped by the government at a later date."".

The 3¢ Orangeburg coil was made by the Post Office Department specifically for use by the Bell Pharmaceutical Company of Orangeburg NY on covers and clasp envelopes transporting product samples (which were not flat) to physicians and dentists. As a result of this commercial use, many of the surviving stamps are faulty (creases, tears, thins, etc.).
