A RARE BLOCK OF FOUR OF THE ONE-CENT PAN-AMERICAN INVERT., o.g., hinge remnant, face-fresh with bold color and clean detail, well centered with intact perforations; bottom left stamp with a light natural gum bend, tiny hinge thins affect all but top left stamp (which is sound), Very Fine appearance. A rare multiple, with only 13 blocks of four, one block of six and a block of 20 in the Levi records.

Johl reports that these 1¢ inverts were found at at least four post offices (Bessemer, AL, Richmond, VA, Utica, NY, and in Connecticut) soon after they were issued.

2781 ogbl 296a image1901, 4¢ Pan-American, center inverted (Scott 296a), block of 4, large part disturbed o.g., lovely milk chocolate colored frame and well placed charcoal shade vignette on bright white paper; horizontal perfs mostly rejoined, few irregular perfs at top left, top right stamp tiny sealed tear and slight diagonal crease, Extremely Fine centering throughout and if this block were broken into singles, each would individually grade as Extremely Fine. Off the market for the past decade, this is one of the best-centered of the six blocks of 4 that remain after all of these years, three of which are well centered and have both gum and paper faults, ex Col. Edward H. R. Green, Eno and Bechtel.

Two sheets of inverts (400 stamps in four panes of 100) were intentionally printed but never sold at a post office. One pane was overprinted "Specimen". One pane was retained by the Post Office Department and affixed to a ledger page in the Post Office archives and in about 1916 or 1917, 97 copies from that pane were somewhat roughly removed from the pane, creating disturbed gum and thins, and traded for stamps the government's collection needed, 197 stamps were destroyed, and 106 stamps (both with and without "Specimen", including three from the retained post office pane), were distributed to friends and dignitaries.

According to Sloane (p. 283), "The stamp came about when an erroneous report reached the Post Office department that the 4¢ had been discovered in issue with center inverted. On receipt of this report, the Department felt that isasmuch as the error "already existed", it would not be ammiss to have copies of the error themselves for specimen purposes and … the suggestion was made to the Bureau that if any further errors were discovered in the reserve stock of stamps at the Bureau, they be turned over to the Department. None were found, but two sheets (400 stamps) were printed and delivered to Edwin C. Madden, Third Assistant Postmaster General. Some of these were handstamped "Specimen." in small type, and many copies, with and without "Specimen." were distributed to his friends in the Department and elsewhere. A sheet of 100 stamps without the overprint went into the files of the Post Office Department for the Government collection, and 194 copies were destroyed, leaving a blance of 106 given away. The sheet of 100 retained by the Post Office Department was broken up in about 1916 or 1917, and 97 copies were distributed in philatelic quarters in exchange for other material needed for the Government collection." The sheet of 100 that was broken was affixed to a ledger page, and when the stamps were removed, they often showed variouis degrees of disturbed gum and thinning. To that end, the footnote for the issue in the Scott catalog states "Almost all unused copies of No. 296a have partial or disturbed gum. Values are for examples with full original gum that is slightly disturbed."
