3006 cover 1908.0828 image1908 (Aug. 8), Tibet Official Unfranked Cover from Kerong, Tibet to Kathmandu (28.Aug.; 65/5/14) via Rasuwa, Nepal (24 Aug.; 65/5/10), showing large ornate official seal of the Kerong Court of Nepal, carried by runner at origin and then placed in the Nepal postal system for processing, there, with accompanying Rasuwa manuscript cancellation, Very Fine and distinctive.


The large ornate Tibetan seal, which reads "Shri Adalat Kerong/53 Sal", is the official seal of the Kerong Court in Tibet. As early as 1895, Nepalese law courts were established in the border towns—Kerong, Khasa, and Kuti—to protect the interests of Nepalese traders and merchants living in Tibet. Nepalese nationals who committed crimes in Tibet were also tried in these courts, whose administration was handled by the Nepalese Resident in Lhasa.
