According to Johl, these first government coils were an experiment, with regular sheets of 400 printed and perforated in only one direction. They were then cut into strips of 20, the strips then pasted together to form rolls. Collectors and dealers at the time were largely unaware of their existence. Superseded less than a year later by the Washington-Franklin coils, it is unknown how many of these Second Bureau coils were produced. For #318, probably fewer than six strips of four—the largest recorded multiple—still remain.
