Franklyn was a New York Freight Agent for the Cunard Steamship Line. He apparently had a problem with the theft of his Revenue stamps and decided to have his stock perforated with his initials, a practice that had begun in 1867 in Great Britain, also to discourage pilferage. The earliest dated Franklyn perfin seen to date is Feb. 23, 1872, and it has only been seen of the $2 & $3 Third Issue. The first official U.S. Postal Perfin, that of B.F.
