4642 E   image1954 Proposed Design for a 15¢ Dove of Peace, lithographed proof in green, on thick laid cream paper, signed in the plate by the designer, Sem Hartz. Following his successful design and engraving for stamps of the first U.N. issue, Hartz, an engraver with Enschedé in Haarlem, Netherlands, was approached to produce a further design in 1954. The finished design featured a Dove with Olive Branch and proofs were prepared by Enschedé. After submission, Hartz was informed that the design could not be used as Picasso had presented Stalin with a picture of a dove and it was feared that the motif would be used in propaganda. It is believed that two sets of proofs were prepared. (Image)

But about 100 sheets (5,000 stamps) inadvertently were placed on sale without notice by the UNPA. Because the vermilion is missing, the color is quite distinctive.
