Before the War, Bailey was a politician serving in the George House of Representatives and Senate, as well as the U.S. Senate (1851-1855). After failing to win re-election to the U.S. Senate, he was again elected to the Georgia Senate and was a member of the Georgia Secession Convention. During the War he commanded the 30th Georgia Infantry.
