"Hard Paper" Special Printing (Scott 168), without gum as issued, full perforations all around, rich color, centered to bottom right, a Fine example, most deisrable with all its teeth, 62 examples reported in the census, many have perforations trimmed on one side or more, Siegel Census 168-UNC-05, with 1981 P.F. certificate, pencil signed "Special Printing", Geo B Sloane.
