1196 P   image1847-93, Complete Issued-Design Collection of Proofs, Gifted by Postmaster General Bissell, an immaculate presentation set, on India on cut-to-size card hinged in a flexible-cover notebook (front cover and some pages loose), whose title page reads "Collection of U.S. Postage Stamps, Presented by Hon. Wilson S. Bissell, Postmaster General, to Arthur S. Hamlin and Henry W. Hamlin. June 1893."; proofs cover all regular issues ("1847s" are Reproductions (#3 & 4), "1851s" a mix of perforated and imperforate designs) through and including the Columbians, plus Special Delivery, Postage Due, Carriers, Newspaper and all Official issues; accompanied by typed and signed letter on "Office of the Postmaster General,/Washington, D.C." letterhead (with matching envelope, stamp missing) to the boys' father, F.H. Hamlin, reading in part, "Your letter of the 19th ult. reached me one morning when I was being besieged by office-seekers. … It affords me much pleasure to send to Masters Arthur S. Hamlin and Henry W. Hamlin (relatives of yours, I believe) a set of india proofs of all the stamps issued by the Government to date.
