ONE OF THE FINEST OF NO MORE THAN 20 PANES BELIEVED TO EXIST.

These booklets were issued in September of 1917 for use by the U.S. Expeditionary Forces in the European Theater of World War I. They were in use for only about a month before an act of Congress made it possible for active members of the Military to send all First Class mail free of charge. Additionally, the large size of the booklets made it inconvenient for soldiers to carry them without folding them.
