607 cover WD-CN-11 imageHeadquarters, Conscript Department, Columbia, S.C., Official Business imprint, Semi-Official Use (C.S.A. Catalog WD-CN-11), the second use of a turned cover franked with a 10¢ type I (Archer & Daly) tied by a partial blue Columbia c.d.s., to "Capt M.S. Hanckel, AVM, Allandale, Barnwell Co." The first use of the cover is most unusual. It was apparently mailed aboard the steamer "Swan" (manuscript "Str Swan") and bears blue "STEAMBOAT" (37x4 mm, Montgomery, Ala.?) and "Due 2" handstamps and a United States 3¢ 1861 tied by a Jul 17 (1861) Savannah, Ga. c.d.s.; to Savannah attorney R.E. Lester; minor edge wear and spotting, but overall F-VF.

As the war progressed, the State of South Carolina commandeered as many used envelopes as they could find, turned them and then applied their imprint.
C.S.A. Catalog $500 ++.


The likely reason for the Confederate use of the U.S. stamp is that a passenger aboard the steamer already had the stamp in his possession and the ship's captain permitted its use and the Savannah post office canceled it. Additionally, the stamp overpaid by one cent the local drop letter rate.

608 cover   imageTurned Semi-Official Cover, cover franked with a 10¢ type II (Keatinge & Ball) tied by a Greenville, S.C. c.d.s., Mar 24 (1865) to General Charles G.U. Dahlgren in Albany, Ga. "Via Washington Georgia"; the cover was made by cutting down and refolding a previously-used, legal size Semi-Official envelope showing a partial "(OFFI)CIAL B(USINESS)/ (CA)MP OF INSTRUCTION" imprint (and a small piece of a 102 type I) to Newberry C.H., S.C., Ex-F.D.R., Lemley, signed MacBride, P. Kaufmann.


This cover was also part of the Franklin Roosevelt Collection, having been sent to F.D.R. by General Dahlgren's son, Edgar. Included is a carbon copy of a letter, dated August 31, 1932, that was sent by Roosevelt - then governor of New York and Democratic candidate for President - to Dahlgren, thanking him for the cover and for "all that you and your friends are doing to aid me in the coming campaign."

H.K. McCay, a.d.c. (aide-de-camp), Americus, Ga.; edge wear and vertical file fold, about Fine, signed A. Dietz.


Henry Kent McCay, was a transplanted Pennsylvanian who fought for the Confederacy. After the war, however, he joined the Republican party, participating in the reconstruction state constitutional convention, and accepting an appointment to the Georgia Supreme Court.

Since elaborate embossed corner cards were all manufactured in the North, the outbreak of the war eliminated Southern businesses' supply of such envelopes. Consequently, by the end of the first two years of the war, supplies of them had been used up.
