A UNIQUE SET OF PROOFS.

Some time in the early 1930s, a complete set of special die proofs of all 413 designs that had been produced for the 1915 Panama-Pacific Exposition, was traded to Hugh M. Southgate, a well-known Washington D.C. dealer, in exchange for items missing from the National collection. The were printed on wove paper and all had a blue control number printed in the margin. For the 1915 Panama-Pacific Exposition, the Post Office Department decided to prepare a display showing an example of every United States design printed from 1847 to 1915.
