First Day cancel [stamps issued in cities other than Washington are second day, though among the Presidentials, only the ½¢ was not issued there]; slight discoloration around each stamp, no doubt from masking and unmasking as stamps were added; flap on 1938 cover missing, otherwise Very Fine.
