These stamps were for a proposed flight to carry serum to counter a diptheria outbreak in Nome. Because of Nome's proximity to the Arctic Circle, the mid-winter flight was considered too dangerous. Ultimately, the serum was despatched by a dog sled relay carried out in five and a half days by 20 "mushers" and about 150 dogs, in temperatures lower than 50° below zero. For an interesting article detailing the full story see Wikipedia: https://en.wikipedia.org/wiki/1925_serum_run_to_Nome

The central design of the stamps was modeled after the 1925 Norwegian stamps that were issued to fund Roald Amundsen's North Pole Flight.
