Given that Charles II and King Louis XIV of France were first cousins, it stands to reason that the anonymous 'mon cousin' is indeed the king of France, who would have had the power to grant sanctuary to a person non grata. Charles describes Stanford as being a Roman Catholic (England was hostile to Catholicism at the time, while France was predominantly Roman Catholic). In 1670, the secret Treaty of Dover was signed between Charles II and Louis XIV, in which Charles promised military and diplomatic aid to France in exchange for his public conversion to Catholicism.
