William Woods, an Englishman, was given a charter by King George I to strike coins for British colonies in Ireland and America, which gives rise to the term "Woods-Hibernia" often used to describe this series. Extensive wear prohibits determining the exact Sheldon variety (Chain Cents can be S1, S2, S3 or S4), but the chain is clearly visible, and the coin has very little corrosion. No credible explanation has ever been offered for why this one variety of 1817 (N16) was issued w/ 15 Stars encircling Liberty, as opposed to the customary 13 stars (which represent the original 13 colonies.)
