There were 10,000 stamps of the 5¢ Re-Issue printed (100 impressions from the new plate of 100). Only 672 of the 5¢ were sold, the remaining 9,328 were destroyed on July 16, 1884.

The 1857 U.S.-French postal treaty expired on Dec. 31, 1869, making it difficult to fully prepay postage between the two countries, and impossible to fully prepay postage to France with U.S. stamps alone (with the exception of the unannounced phantom rate from New York via British mails). This cover was prepaid for the expired 15¢ treaty rate and was sent via the 10¢ American Packet Direct rate, with French postage due on arrival.

A RARE EXAMPLE OF ONE OF THE EARLIEST FORERUNNERS OF U.S. POSTAL CARDS.

This is one of the earliest used examples of a private business post card. The Fire Association of Philadelphia used them for mailings to policy holders informing them of the upcoming policy expiration date. They were written up by Charles A. Fricke in Postal Stationery, Jan-Feb 1976 on pages 27-30.
