Through a misunderstanding with the Government regarding the drawbacks (inferior unusable stamps) on the stamps that were issued to him, he felt cheated and devised this forgery to get back at the Government for cheating him. The Government, after keeping a close eye on Mr. Howard, eventually caught him, shut down his factory, and broke up his business. (Image1)

His letter reads in part…"A man by the name of Comee, a manufacturer of matches in a very small way, located somewhere in Boston Highlands had this paper printed, sometime about 1876 or 1877, and used it to pass for a stamp to deceive the public and the Government to the benefit of his own pocket. The use of it was very short lived and Comee was arrested, tried, and, I think was let off by a (ridiculous) fine of $50.". (Image1)
