Gibson (Deputy P.M.G.) requesting "10 pkgs or 2,500 sheets 2 cent Haw. Stamps valued @ $2,500"; flaws including staining and tape reinforcement, Fine, still a rare stamp requisition document, the stamp issue most likely requisitioned would have been the 2¢ rose issue (Scott 43).
