Provisional produced due to shortage of 3pf stamps on the cruiser 'Vineta' which was visiting American ports, & the crew wanted to post US newspapers reporting the Kaiser's birthday on the 3pf printed matter rate. This example is a one of a very small quantity of CTO ones made on the return journey as souvenirs for the officers of the ship.
