74 cover   imageGroup XII, 1899 (June), 15c Large Queen and 1c Numeral paying fourth-class rate from Port Arthur to Penetanguishene, Ontario, large cover, paying the 16c fourth-class rate for contents weighing 15-16oz, both tied by squared-circle of Port Arthur, Ont., manuscript "16 ct" alongside, with Imperial Bank voucher endorsement on reverse; reduced at left and edge toning, but a highly-important cover, the only recorded use of the 15c Large Queen on fourth-class mail.

The 5th Class rate was 1c per oz from February 1, 1888; such items initially had to be unsealed to permit inspection. This requirement was eliminated on April 1, 1899, when 5th Class was renamed 4th Class. The flap of this cover is sealed, and the other end opened by scissors, thus apparently not opened for inspection, indicative of a post-April 1 usage, further confirmed by the endorsement of "June 1899" on reverse.
