this extremely rare overprint, 2017 Philatelic Foundation certificaternIn May 1907 the director of the Philippines Constabulatory, Brig. General Harry Bandholtz, requested permission from the Bureau of Posts to use printed "O.B." overprints on
1899-1904 stamps in order to control the expenses of his department. The Bandholtz "O.B." letters were printed on the stamp, and so differ from other overprints that were handstamped or written in manuscript. They are unlisted in Scott. (Image 1)
