274   imageUnited States Postal Agency in Shanghai: 1913 SHANGHAI/CHINA overprints set of nine on pieces with Dec 20 3pm datestamps, also with 10c Registration value and a 13c  Harrison similarly overprinted and on piece. The U.S. postal agent to enhance the prestige of the Agency, had some of the available stock overprinted locally in Shanghai and sold either unused or cancelled-to-order on pieces. He was allowed to create precancels but not issue stamps and was severely reprimanded but not replaced. (Image)
