1899 1c QV Numeral on
Insufficiently Prepaid Cover, mailed from Pont de Maskinonge Que. on MAR.6.1899 (c.d.s. free strike) to Toronto (MAR.7 receiver on back) where it received an "INSUFFICIENTLY / PREPAID" handstamp. As the cover remains unsealed, it appears that
this could have been applied in error, as the 1c stamp would (could) have paid for an unsealed printed matter cover. Very fine and ex Fred Stulberg, still on his album page.
