518 c, entire, etc. imageFalkland Islands: 1944 (Sept. 16) O.H.M.S. envelope registered to London addressed c/o British Philatelic Association on London with endorsement “PERMIT/No. 11070”, franked 5s. indigo and pale yellow-brown and with scarce type 11 registration (“Fox Bay” deleted) label. In order for stamp dealers to trade during WWII, permission from the Foreign Exchange Control Department of the Bank of England was granted to the British Philatelic Association (BPA) to operate an approved “Philatelic Import and Export Control” system. Anyone wishing to trade in stamps overseas had to obtain a permit from the BPA, who acted as agents for the Board of Trade and the censor, assuming responsibility for the bona fides of the sender and also for payment of the sum due. Packages had to be sent to the Central Clearing House at 3 Berners Street London W1 where they were opened to ensure that invoice and contents matched, the sender and value of all packets recorded. Although regulations were relaxed for the ‘sterling area’ after the end of the War the BPA continued to act as a ‘middleman’ until the end of June 1953. Photo. (Image1)
