254 12 image1882 (9 Jan.) Type-Set Provisionals by Baldwin & Co., Georgetown. 1882 (Jan.) correspondence between Government Officials regarding the issue and need for these provisionals.. . One to the Government Secretary, dated 4th January 1882, reads as follows: "Thee Postmaster General has just called here to represent that he is wholly out of 1 Cent stamps and nearly out of 2 Cents stamps. None have arrived by the mail and the only course open appears to be to let Baldwins print off a few thousand as per example submitted. Mr. Wright suggests red paper for 1 Cent and yellow paper for 2 Cents stamps. These should be initialled in the Receiver-General's before being issued from time to time as may be requisitioned for. CTC".. . Notes on the reverse of this letter read: "This is submitted with reference to Mr. Gallagher's minute of yesterday. GM 4th January 1882" and "This course must be adopted there is no help for it, but initialling will be no security. A real security will be found, I think, in perforating each stamp "specimen" in Govt. Secty. Office. It can be lent to the Rec. General and used under proper conditions. W.Y. (WAG Young, Lieutenant Governor) 4.1.82". . The example referred to is, as the issued stamp, in black and with a circular "british guiana" obliteration..
