In November, 1866 the Emperor lost control of the Guadalajara region to the Juarez Republicans. In January, 1867 the Guadalajara district postmaster issued his own provisional stamps, since the Maximilian stamps could no longer be used. His region was surrounded by enemies, so he had to make the stamps rudimentarily using a circular cancellation device as the basic design. There was also a scarcity of paper in the city so the postmaster had to buy whatever paper colors and types that he could find. The result was the production of at least 60 different identifiable stamp types in five denominations, often in very small quantities. This local issue was used until the war ended and the Federal government issued new stamps in September, 1868, although covers exist showing usages up to the month of October.The classic Mexico local Provisional issues are comprised of those issued by Chipas, Cuernavaca, Campeche, Chihuahua and Guadalajara and are among the most mysterious and sought-after fields of philately. That is because of their extreme rarity and their primitive design and beauty. Among these provisionals, those of Guadalajara are the only ones with enough different stamp types and covers to build a significant exhibit. While they issued more than 60 different stamps and perhaps as many as 500 covers have survived, all the other Mexican Provisionals only have a handful of stamps and a mere 10-20 covers extant. Of the approximately 500 covers that are believed to exist, only a few exist of most stamps and some stamps are not known to exist on cover.So, how do you end up with more than 60 different types of stamps when making then from a simple canceling device? By a combination of 1) Five denominations - Medio Real, Un Real, Dos Reales, 4 Reales and 1 Peso. 2) Four distinct periods as distinguished by small design changes in the typography of the device used to print the stamps. 3) Eight colors of paper - white, rose, lilac, blue-grey, dark blue, green and dark green. 4) Five types of paper - wove, quadrille, batonne, oblong quadrille and laid. 5) Imperforate and serrated stamps, the latter thanks to a brief experiment which lasted a few weeks and only in Guadalajara City. 6) An overprint used for a few weeks in the small Ciudad Guzman town. 7) A handful of 2 and 4 Reales bisects, and. 8) The printing errors "nu" for "un" and "1863" for "1868."Some selected highlights from the collection include the earliest known usage, a cover franked by 2r Dark green (#5), with oval January 11, 1867 cancel, a mint block of twenty of the ½r on white wove paper (#1), this being the largest known multiple and arguably the most important item of the issue, a 3r combination cover franked by two ½r White (#1) and one 2r Dark green (#5), this being the only recorded combination with a 2r stamp, a cover franked by 1r White (#4) and 2r White (#6), which is the only such combination recorded as well as being the earliest known usage of the 1r stamp, a cover with 1r Dark blue (#3) and 2r Dark green (#5), this being not only the earliest recorded usage of the 4r, but also one of only four recorded examples on cover and the only such combination known, cover front franked by 2r Green (#15) and half of 2r Rose (#18 var.) tied by Guzman cancel, this being the only known 2r Rose bisect and combination, cover with 4r Rose (#7) tied by oval March 29, 1867 datestamp, which is the earliest recorded usage and one of only about 10 covers franked by this stamp, cover franked by 4r Rose (#7) forwarded by agent G.C. Sattler in Colima to his offices in Guadalajara where it entered the mails to Zamora, this being one of only three or four forwarded covers and the only one known with a 4r stamp, a cover franked by a combination of 4r Rose (#7) and 1r Blue on thin oblong quadrille paper (#35), which is in all likelyhood a unique combination, a 5r rate combination cover franked by 4r White (#8) and 1r Blue on oblong quadrilled paper (#35), a rare bisect cover paid by half 4r Rose (#7a) tied by Guzman cancel, of which only 10-12 are thought to exist, cover franked by 4r Rose with "C.-Guzman" overprint (#7b), of which only 3-4 are believed to exist, a cover with one of two recorded examples of 2r Green with double serrate perforations (#14 var.), cover from Zapotlan to Tapalpa with 1r Green on laid batonne paper with "1863" of "1868" error (#42 var.), plus there is an "L" shaped mint block of three showing the error, which is the largest recorded multiple, and lastly, there is a cover franked by a vertical pair of 1r Green on laid paper, both showing the "nu" for "un" error (#47b), this being one of only three recorded covers.This collection contains a very significant number of the 60 different stamp types as well a many rare or uncommon covers. It was formed during a span of twenty years from the amalgamation of several important collections, including those formed by Bash, Dr. Scott and Quintus Fernando and Omar Rodriguez. This collection has won two International Gold Medals, two Reserve Grand Awards and several Gold Medals in the United States and Mexico. It includes many rarities which have not changed hands in a decade or more. Most items have MEPSI certificates, a total of 116 of which accompany the collection.
