1849   imageFIRST DAY USAGE ½d VIOLET POSTAL STATIONERY POSTCARD - WITH PICTORIAL COUGH MEDICINE ADVERT; 1 Oct. 1870 usage of the small format ½d P.Stat. PC (light toning of address side but printed message side very fine sent locally in London cancelled with a very fine "LONDON E.C./B7/OC 1/70" thimble cds, and most unusually having a printed advertising message on the reverse for a cough medicine ("POWELLS BALSAM OF ANISEED") with a pictorial Trade Mark (lion trapped by ropes!) quoting a 7 Sept. 1868 letter of recommendation from a Gun Boat Captain at Wick. We do not recall having seen this design recorded on a First Day Postcard usage. Rare and attractive. 1853   imageR. HILL'S COLLEAGUE SETS UP "PAR. PRO." SYSTEM ALONGSIDE PARLIAMENTARY ENVS., ETC.; Retained contemporary 12 Feb. 1840 "Copy" of the urgent letter sent by "R. Gordon" (MP; Secretary to the Treasury) to the P.M.G. about new arrangements for OHMS rates for Parliamentary Proceedings, etc. This letter confirms that only “Par. Pro.” mail posted by Peers/M.P.’s at the Houses of Parliament was to be treated as Official Paid mail, whereas they had to pay postage from elsewhere; “…printed Bills and the Votes of the House [i.e. Par. Pro. Mail] should be paid and charged to the Public Expenses of the House, and be sent free of Charge to the Members at the House and [free of charge to] the Receiver when Posted at the House…”. Special “Par. Pro.” wrappers were produced for this soon afterwards. Gordon was probably also entrusted with devising the scheme for Parliamentary envelopes from 16 Jan. 1840. Plus 1817 ms letter from an M.P. to Freeling asking for 11s-11d postage claimed on a Petition to be cancelled. 1855   imageRARE PAIR OF PRINTED "Par. Pro./To be posted at the House of Commons only./POST PAID" WRAPPERS; 27 Apr. 1853 blued paper complete open-ended wrapper (some toning and edge creases) sent from London to Haddington with this rare printed heading but also with ms "1d" and a red crowned Official "PAID" cds on the front [illustrated in BPPP, p.57.]. Plus a matching c.1861 wrapper without postal marks (they may have been struck on the printed contents originally sticking out at one side) intriguingly doubly addressed (presumably by his London Secretary) to; "Sir R.A. Cross" to Manchester "up to a.m. on Tuesday" and also to his home "Eccle Riggs, Broughton in Furness" if "after Tuesday". 1856   imagePARLIAMENTARY NOTICE COVERS SENT AT CORRECT 7d OR WRONG-DATE 1d RATES (ONE WITH FULL CONTENTS); Attractive 12 Dec. 1857 env. (corner crease well clear of stamps and marks) with "PARLIAMENTARY NOTICE" heading with 1d Red tied by London "50" diamond numeral (used for special purposes) and (in the opposite corner) a 6d Lilac cancelled by the London "44" diamond numeral. This is the correct 7d-rate franking so one must assume that one stamp was initially left uncancelled and then found (and cancelled) by an Inspector elsewhere in the London PO building [ex SG 17 Apr. 2008, lot 118, realised £240+BP; illustrated in BPPP, p.59]. Plus unusual similar "PARLIAMENTARY NOTICE" imprint cover to Carlisle but with only the 1d Red (tied by London "22" numeral) because it was posted on 24 Jan. 1857, which was too late for the special December (1856) posting date; this latter cover most unusually still has its complete contents inc. a reply sheet with the unused 1d Red still in place [ex Magpie Sept. 2021; lot 411, paid £176].
