1319   imageEYE-WITNESS ACCOUNT OF THE BRITISH CAMPAIGN IN THE WINDWARD IS. BY AN ARTILLERY GUNNER; 9 July 1794 EL to Scotland sent from “St. Vincent – Fort Charlotte” by private ship; it was carried on the ‘Delaford’ and has a “DEAL/SHIP-LRE” (short-lived; Rob.S4) on the front while there is a 20 Sept. London backstamp. It was charged “5[d]” to London & “1/-” (inc. 7d on to Edinburgh). Letters from ordinary soldiers on campaign such as this are particularly rare prior to the introduction of the Soldiers’ 1d Concession Rate from May 1795. The contents (full typed transcript) - from “Robert Forbes, Gunner in the 3rd Battalion, R.A.” to his parents in Leith - give details of his part in the recent campaign in the Windward Islands: “…I embrace this immediate opportunity being the very first I ever had since our Wars in this Quarter of the world… we shipped at Barbadoes on Sat. 18 Jan. and shortly after we landed at Martinique… I have, at the siege of Fort Bourbon [Martinique], been almost starved to death… I was twice slightly wounded [at Martinique] and once afterwards at Guadeloupe… arrived here on 29 May. Everything being in such Confusion, the Government Pacquets not excepted… letters may be miscarried, Packet [ship]s lost… Before we left Martinique our soldiers (Red Coats) were dying above 12 or 14 a day, chiefly owing to their [poor] food… I was sorry that I could not get the Post Office people to accept the money for both letters beforehand as I had plenty by me…”. Once France had again declared war on Britain in January 1793, a strong British force took French islands Martinique, Guadeloupe and St. Lucia, keeping control of St. Vincent and other British islands. The British then lost Guadeloupe again after only a few months (in June 1794), but St. Vincent remained under British control throughout. 1320   imageBARBADOS SLAVE REVOLT - SHIP LETTER TO G.B. REF. MARTIAL LAW IN ST. VINCENT BEING IN PLACE, ETC.; 13 + 28 May 1816 EL (with full typed transcript) from “Saint Vincent” to London “P. Ship Orwell, Captn. Muddle; with a Bundle [of] Newspapers” which was landed at Deal on 13 July 1816; it had two enclosures and so was charged “4/-”, the triple rate (3 times 8d inland + 8d Ship Letter) with the boxed “DEAL/SHIP LETTER” on the front. The writer says that on the island “Notwithstanding the Martial Law is over, yet the legislative Body has vested a power in the Governor to call out the Militia whenever he thinks proper, which he has done and continuing so still, also all those that are attached to the Southern Regiment are obliged to do duty in turn in Kingston to protect the town…[28 May] the Militia business employs almost all of our time… the death of [the slave] Old Sandy on the 30th inst. who has been useless for many years”. On 14 April 1816, a major slave rebellion broke out in Barbados; it was carefully planned and organised by the senior enslaved men and women who worked on several estates and plantations. Three days later it was brutally put down by the local militia and the imperial troops stationed on the island. Martial law (army rule) had been declared on Monday 15 April, but was not lifted until 12 July. The Governor of nearby St. Vincent also declared martial law on 19 April 1816, but that island’s slaves did not rebel although the island’s police and military were still on standby for a couple of months.
