(some wear; part flap lost) addressed to Plymouth with a 1d Red (pl.110) tied by a partly fine Guernsey duplex having a remarkable printed propaganda text on the front in French which translates as "PENAL CODE, BOOK III, TIT. I, ART. 187. All suppression, or opening, of letters consigned to the Post... by... the postal administration, will be punished by a fine from 16 francs to 300 francs...". Reminiscent of the Anti-Graham campaign of 1844 aimed at the London Secret PO. The only example of this propaganda envelope that we have recorded. BOX BLOCKED BY NEWSPAPERS; Very fine small 5 Nov. 1825 Notice (no creases; small closed hole in centre hardly noticeable; 21x17 cms) from Bridgnorth P.O. headed "CAUTION/Respecting Old Papers" regarding the need to wrap up old papers as flat as possible so as to avoid the "stopping up of the Receiving Box against the Reception of Letters", endorsed "Nov. 7 1825" and "50." at foot suggesting that this was the Proof copy (of 50 that were printed) kept by the PO Surveyor "B. CHURCHILL" whose name appears at the foot. The only recorded example; very few pre-1840 PO Notices have survived. [Ex Steph Stobbs; Cavendish 17 June 1989, ex lot 464]. Francis Freeling" imprints on the address side, sent free to "Rotterdam" (charged "10" Dutch postage on delivery; partly fine "Engeland/Over Brielle" on the flap) and so having a fine red 2-ring London crowned "FREE" ds on the front with mostly printed contents advising that "THERE is a [Ship] Letter... at this Office directed to you which cannot be forwarded until the postage of [2/9] is paid...". PACKET FROM HOLYHEAD"; 12 Mar. 1831 printed Dublin receipt (4½ x 7½ins.; Small fault at top and light gum stains at left & lower right) with coach & four horses at top "For Expenses on [a parcel] per Post-Office Packet from Holyhead" listing 8s/- for "Land Carriage to Holyhead", 1s-0d "Freight to Dublin" & 1s-0d for "Porterage" making a total of 10s-0d to pay. Also listing the various Mailcoach services from around England via Holyhead and the Howth Coach. We have only recorded two other examples of this receipt. Rare item from the Parcels firm that used special labels on parcels from the early 1820s. 1077   imagePOST OFFICE. VERY RARE P.O. "CHARGED FOR ERROR" COVER CLAIMING UNDER-CHARGED POSTAGE ON LETTER TO JAMAICA; Exceptional 23 Dec. 1833 EL from "F. FREELING" at the "GENERAL POST OFFICE" (London) with specially printed heading "Charged for Error" and partly printed address:- "The Postmaster of [Sleaford]" demanding the "1/4" underpayment for a recent letter sent from Sleaford to "Mr. John Hare, Port au Prince, St. Domingo or Kingston Jamaica"; endorsed by the Postmaster on the back as to his having paid the 1s-4d resulting from him charging only 11d instead of the correct 2s-3d rate! [See Rex Clark's Rates for Reform, pp.242-243.] Believed to be the only recorded example of this pre-1840 internal PO system for reclaiming underpayments from the Postmasters themselves. RARE SCOTTISH "POSTAGE RETURN" SENT FREE WITH PRINTED LISTS OF POSTAL RATE ALTERATIONS; 10th Dec. 1838 partly printed EL sent Free on 1 Jan. 1839 with totally printed "Postage Return./C.F. REEVES, Esq. GLASGOW" address with "CARNWATH" mark on the back flap. The contents list all the destinations in Scotland from which the postal rates from "Carnwath" had recently changed, thanks to pressure from Postal Reformers; letters were no longer to be charged by the distance travelled, but by the shortest available suitable routes!! As the printed heading puts it:- "Postage on letters shall in future be calculated according to the distance by the nearest [= shortest] travelled Carriage Road, I have to desire you will carefully examine your Scotch Postage List, and by return of Post inform me what Postages have already been altered under this Order, and what Postages ought to be altered..." Seven destinations are listed as having had their postages reduced. Rare evidence of one of the few pre-1840 Postal Reforms that were undertaken (albeit under pressure from Robert Wallace and friends) by the PO themselves. One of only four such "Postage Returns" that we have seen, and a rare internal PO Free item. [Ex RL PH auction, 28 May 1942, lot 208, which had 7 such Returns including this one; one of the others was sold for £300 in Cavendish's July 2003 auction, lot 277. This example is ex Cavendish Dec. 2018; lot 1140, realised £280+BP.] Plus 1835 EL sent by carrier from "Crieff" to Edinburgh endorsed "With a Kit [barrel] of Butter" charged "3/8" in red (presumably for the letter and the barrel). RARE FREE FRANKED "ARMED DAILY HORSE POST" FULLY COMPLETED TADCASTER/SETTLE TIME-BILL; Remarkable Aug. 1836 EL (minor toning and a couple of reinforced places in the folds) sent free from "TADCASTER" (v. fine UDC on flap) to "J.A. Fletcher Esq., G.P.O. Surveyor &c., York, Forward." - rare example of the GPO Surveyors' franking of all mail addressed to them. The contents are a very rare survival from the pre-1840 period; a 2-sided printed "TIME BILL" sheet for the "Tadcaster and Settle... ARMED DAILY HORSE POST". While a very small number of similar pre-1840 P.O. Time-bills for mail coaches have survived, we do not recall having seen one like this relating to a horse-post before. Both sides have been fully completed for both outward and return journeys by each Postmaster along the route (5 in all). Wonderful Exhibition Item.
