Russian Consular Post Offices in Romania, Galatz 1867 (July 17, julian): Double rate Entire letter from the Nadeshda Company in Odessa, internally dated "Odessa 17/29 Juli 1867" and directed to Vienna, bearing pair Russia Arms
1866 10 kop. brown & blue on horizontally laid paper, cancelled by pen with manuscript "Galatz" and "GALATS 18 ... 1867" cds (Tchilinghirian fig 49 / Gmach rGal7) of the Russian Consular PO in blue alongside. Oval WIEN arrival backstamp (July
30). The Russian franking neglected by the Austrian postal administration and the cover charged '30' kreuzer in red crayon. Note 1: The cover was presumably transfered from the Russian to the former Austrian Post office in Galatz (which came under
Hungarian administration in May 1867) and then sent with the DDSG up to Baziasch, and further with railway to Vienna. As a double rate cover the due was calculated as twice 10 kreuzer missing postage in the October 1866 rate plus twice 5 kreuzer
Zutaxe (Penalty fee), a fee which was reduced only in October 1867 to 3 kreuzer. Note 2: The interesting question is why the sender in Odessa used this way to send a letter to Vienna. The short travel time from Odessa to Galatz suggests that he know
that a ROPiT vessel to Galatz was departing at the day he wrote the letter. However, why he used a franking with Imperial Russian adhesives is not clear to the describer, maybe also not to the sender. Reference: Displayed and discussed in Gmach, vol
IV on page 130. Provenance: Collection Pavlovsk, Corinphila sale 92 (March 1996), lot 4739 (Image 1)
