147 c 28 image28: 12½¢ blue TRIPLE FRANKING (pair and single), tied by pen strokes to large cover from Laggan, CW to SCOTLAND (North Britain), with Montreal 5 JU and Liverpool 19 JU transits on back, along with Inverness 20 JU receiver. This is an example of the FIRST PACKET PRINCIPLE, the routing system in effect since 1856 which allowed the post-office (in the absence of any routing instructions to the contrary) to send the letter via the FIRST AVAILABLE PACKET. In this case, the cover was sent the more expensive way through New York and travelled on the Cunard Lines' Java, which left 9 JU, arriving at Queenston 18 JU, thereby being subjected to an ADDITIONAL LEVY of 1d (2¢) per rate of postage (three times the single rate equals 3d) and the cover was stamped 'MORE-TO-PAY' with manuscript rate '3', filing fold, trimmed at left and some cover and stamp faults, the only recorded 'FIRST PACKET PRINCIPLE' MULTIPLE-RATE COVER, possessing tremendous eye-appeal and great character.
